December 13, 2009 . . . Residential Officer Lisa Houk completes five years of service to the District. According to ORF Residential Supervisor Ted Robinson, Houk is "a dedicated employee who can be counted on to consistently go above and beyond expectations. Lisa looks for solutions to problems and volunteers to take on additional assignments. She displays her focus on the mission of community-based corrections through the professional manner in which she interacts with both coworkers and offenders." ______________________________________________________________________________

December 9, 2009 . . . Probation/Parole Officer II Greg Riley celebrates 15 years of service with the District. Supervisor Susan Howard said, “Using their own currency, Greg has the innate ability to assist offenders in their understanding of the need for change in their lives for their own benefit. He provides them honest encouragement and praise, while holding them accountable.” Riley has volunteered to attend trainings on Security Threat Groups and Latino offenders to enhance his ability to supervise his caseload. His positive contributions to the Department are greatly appreciated.

November 29, 2009 . . . Probation/Parole Officer II Heather Jones marks her 10-year anniversary working in Iowa corrections. She began her career November 29, 1999, working as a counselor in the sex offender treatment program at the Mt. Pleasant Correctional Facility. Jones has also worked as a PPO in the sex offender treatment programs in the First and Seventh Judicial Districts before coming to the Eighth in March of 2009. She holds a bachelor of science degree in law enforcement and justice from Western Illinois University.

November 19, 2009 . . . Secretary Faye Jones celebrates her 10-year service anniversary. Jones works in the Oskaloosa field office and supports many other staff through her duties. Supervisor Susan Howard said, “Faye’s understanding of technology and awareness of cost saving possibilities have been an important contribution to the Department. Faye’s positive efforts are greatly appreciated."

November 9, 2009 . . . Dustin Briscoe, of Keokuk, has been promoted to Probation/Parole Officer III and will serve as the officer for the new regional drug court being formed in Fort Madison. A veteran of the U.S. Marine Corps and former police officer and detective with the Keokuk Police Department, Briscoe served as a PPO II with the District for two and one-half years. He holds a bachelor of science degree in administration of justice from Hannibal-LaGrange College and is currently working toward his master’s degree in public administration at Upper Iowa University. District Director Daniel Fell describes Briscoe as, “a solid person and a professional. Someone you can count on. And, I have faith and confidence that he will apply his full energy to immersing himself in the workings of drug court.”

October 25, 2009 . . . PPO Supervisor Susan Howard marks her 10th year of service with the District. Director Fell said, “As supervisor of all field services in the western side of the District, she has been thoughtful and insightful in how to best manage resources, lead staff, and provide services.”

October 18, 2009 . . . Systems Administrator Kim Bradfield celebrates her 10-year service anniversary. Director Fell states, “Kim does great work being our lone system person for every computer and printer in 14 counties. She also recently renegotiated service contracts that have saved the District considerable money.”

October 16, 2009 . . . Information Technology Specialist Linda Norton celebrates her 20th year of service with the District. “Linda is a consummate team player and positive person,” according to Director Dan Fell. ______________________________________________________________________________

October 15, 2009 . . . PPO II Sue Stauffacher is recognized with the District’s Day In / Day Out Performer Award. Stauffacher is an ultra-reliable employee who is consistently thorough and pays great attention to detail in gathering information for presentence investigations. She uses well documented factual information and sound logic to make sentencing recommendations. Her work is highly regarded by all entities in the criminal justice system and she takes great pride in her job.

October 15, 2009 . . . Residential Officer Clinton Nichols is awarded the District’s Day In / Day Out Performer Award. He is a role model for the way he conducts himself and approaches his work. Nichols is always respectful, fair, firm and consistent in his daily interactions with offenders. He is also willing to put forth any and all extra efforts to ensure that the job gets done.

October 8, 2009 . . . PPO II Lynn Kartel celebrates her 10-year service anniversary with the District. "Lynn has served in a variety of roles," Burlington Residential Manager Ted Gutman said. "Over the course of her service, regardless of position, she has come to exemplify a professional concern and thoroughness for her clients, which makes the District proud to have her as one of our own."

October 6, 2009 . . . HRU Officer Stu Morrow marks his 10-year service anniversary with the District. "Stu is a reliable officer and is always there when someone needs him," HRU Supervisor Jason Steil said, adding, "He always displays a high level of professionalism when dealing with offenders."

September 23, 2009 . . . Community Treatment Coordinator Julie Trinkle celebrates her 15-year service anniversary with the District. Trinkle coordinates the Batterer's Education and Moving On Programs. "Julie is a dedicated employee who has a passion for the BEP and MOP programs and the offenders and victims she works with," Director of Special Services Vince Remmark said.

September 21, 2009 . . . Assistant District Director Gary B. Peitz reaches the 25-year service mark. Peitz has served the District as a residential counselor, community treatment coordinator, residential supervisor, residential manager, and Asst. Director. "Gary is the type of worker, and more importantly the type of person, you want on your team," states Director Dan Fell. ______________________________________________________________________________

September 19, 2009 . . . PPO III Sally Rodeffer celebrates her 15-year service anniversary. Rodeffer is a dedicated employee who takes the initiative to volunteer for committees and groups while maintaining her intensive caseload in the Sex Offender Treatment Program. She does a great job of working with offenders and will not hesitate to advocate for them when they need support. Rodeffer’s knowledge of the field makes her the go-to person regarding the supervision of sex offenders.

September 9, 2009 . . . Secretary Connie Micetich reaches her 25-year service anniversary. Based in the Centerville office, she also provides administrative support to the Low Risk Offender Program and the Batterers Education Program as well as conducting PSI record checks for four counties. “In Connie’s years with the District, her work ethic, integrity and commitment to her duties have always been above and beyond the call of duty,” Supervisor Susan Howard notes, adding, “Her helpfulness and resourcefulness and genuine good nature make her a pleasure to work with.”

September 8, 2009 . . . PPO II Kurt Rosenberg celebrates his five-year service anniversary. Rosenberg is a dedicated officer who excels at using motivational interviewing to work with offenders. His experiences as a residential officer, and now as a probation officer, make him a valuable asset to the department. Supervisor Vince Remmark states, “He truly cares about his clients' progress and will go the extra mile to help those who want to make a difference in their own lives.”

August 18, 2009 . . . Gary Grinstead celebrates 20 years of service with corrections, which began with his employment with the Department of Corrections as a correctional officer before coming to the Eighth Judicial District in November of 1992 as a probation/parole officer. Grinstead's assignments have included stints at the Mt. Pleasant and Keokuk probation offices. He has been instrumental in training new officers and continually turns out quality work while displaying a genuine desire to assist those offenders whom he supervises.

August 7, 2009 . . . Residential Officer Paul “Dan” Hoschek celebrates his 20-year service anniversary with the District. "Dan provides a rock-steady foundation for the 11 p.m. to 7 a.m. shift at the Burlington Residential Facility," District Director Dan Fell said. "His efforts at maintaining the physical appearance of the facility are greatly appreciated and his down-to-earth approach keeps things smooth and calm during his watch."

July 21, 2009 . . . Residential Officer Stacy VanAntwerp celebrates her five-year service anniversary. Residential Supervisor Ted Robinson states, “Stacy is a valuable team player at ORF, and a reliable residential officer. She always displays a high level of integrity and professionalism in dealing with offenders.”

July 16, 2009 . . . Probation/Parole Officer Kelly Price, celebrates her 10-year service anniversary. PPO Supervisor Susan Howard commented, “Kelly Price’s work ethic epitomizes the highest level of dedication to the goals of the Department. She constantly strives to help offenders.”

July 3, 2009 . . . Residential Supervisors Patrick Lacy and Ted Robinson have completed the Department of Correction's Foundational Leadership training. The two-day course is based on the Leadership Challenge Model and designed to deepen the understanding of the five key practices of exemplary leaders: model the way, inspire a shared vision, challenge the process, enable others to act, and encourage the heart.

June 25, 2009 . . . The following awards were announced by District Director Dan Fell at the Annual Employee Appreciation Day picnic:

TEAM EXCELLENCE – Moving On Program
Citation: Our MOP is one of the first in the State that looks at the special issues of female offenders. The program, consisting of staff members Julie Trinkle, Kim Duque, and Diane Buss; and facilitators Jenny Richardson, Marsha Cottrell, Nancy Renner Jones, and Cindy Bossard, is making a difference in lives, not just during a supervision time frame. The offenders’ growth and success positively affects children, other offenders, and our communities. The Program received high marks and met evidence-based standards when evaluated by state personnel. Their dedicated work and unwavering efforts, with a very challenging population, makes the Moving On Program Team truly excellent.

NEWCOMER OF THE YEAR – Adam Humble
Citation: Adam has shown great enthusiasm for his new duties and has fit in with all staff. He has been eager to learn about all aspects of supervision and uses a treatment approach with offenders. Adam has also taken a great interest in the drug court and his role in the success of those clients. Staff often calls for Adam’s assistance and he always goes out of his way to make sure their requests are accomplished in a timely and professional manner. For those reasons, and many more, Adam is our Outstanding Newcomer for 2009.

EMPLOYEE OF THE YEAR – Patrick Lacy
Citation: Pat exemplifies what it takes to be a professional Probation and Parole Officer. He works effectively with everyone - attorneys, judges, law enforcement, other staff, and offenders to ensure that those under his supervision have the best chance to succeed. If an offender is not doing well, but is trying to improve, he works endlessly to help them. But if they are a threat to public safety, they are held immediately accountable. He shows “tough love” to his offenders, and it pays off. Pat represents our department, and our business, in the finest manner.

MANAGER OF THE YEAR – Ted Gutman
Citation: Ted exemplifies enthusiasm and is not afraid of change. In contrast, he readily accepts and takes on new challenges. His knowledge of treatment and evidence-based practices, and the relationship of those dynamics to effective supervision, is of the highest degree. He shares this knowledge and works to apply it to the programs that will help offenders succeed. Ted does an excellent job, not only as a Supervisor at the Burlington Residential Facility, but in networking with the community and other resources. Those extra efforts have brought benefits to offenders and staff alike.

June 24, 2009 . . . Director Dan Fell announces that Patrick Lacy, of Burlington, is promoted to residential supervisor at the Burlington Residential Correctional Facility. Lacy is an 11-year veteran of the Department who holds a bachelors degree in criminal justice from the University of Detroit. He started his career as a part-time residential officer in Ottumwa and was promoted shortly thereafter to a probation/parole officer III with the Youthful Offender Program. Lacy flourished in that difficult role for the last 10 years, putting forth every effort to help at-risk youthful offenders. In April of this year, he was awarded the District’s Day In / Day Out Performer Award for his outstanding work. “Pat is one hundred percent dedicated, ultra responsible, and extremely loyal to the mission we are trying to accomplish. I guarantee he’ll be an asset to the facility and the entire District in this position of leadership,” Fell said.

June 16, 2009 . . . Probation Parole Officer II Karen Funk, of the Ottumwa Residential Correctional Facility, celebrates her 10-year anniversary with the District.  Funk started working in corrections as the advanced certified alcohol and drug counselor at ORF in 1995. In 1999, she was hired as a residential officer and later that year she was promoted to her current position. During her tenure, Funk has provided services to many offenders, including specialized supervision for clients in the OWI and Sex Offender Treatment Program. She is also an integral part of the District’s federal offender program. “The Eighth Judicial District is very fortunate to have someone with Karen’s skills, passion, and strong work ethic,” according to Residential Manager Donn Bruess.

June 14, 2009 . . . Probation Parole Officer II Rob Humphrey celebrates his 10-year service anniversary. Humphrey began employment with the District in 1999 as a part-time residential officer and was promoted to full time in 2002. Promoted to his current position in 2007, he is based in Burlington and provides services for Louisa County. Humphrey is also an active member of the Iowa Corrections Association. Supervisor Mike Benda said, “Rob is very committed to promoting the mission of the District, by providing those under his supervision an opportunity for change.”

June 12, 2009 . . . Ted Gutman is appointed residential manager of the Burlington Residential Correctional Facility by Director Dan Fell. Gutman is a graduate of Ohio University, and has been employed by the Eighth Judicial District since 1994. He has more than 30 years experience in residential treatment and correctional facilities. Gutman has developed and supervised specialized programs for youthful offenders, and has also cultivated and secured productive partnerships between the District and the private sector. He is a member and former board executive of the Iowa Corrections Association and is a member of the American Correctional Association. Gutman most recently served the District as the supervisor of the Burlington facility.

June 12, 2009 . . . Director Dan Fell announces that Gary B. Peitz is the new assistant district director. Peitz has more than 26 years of law enforcement and corrections experience. His previous experience includes working as a deputy sheriff, correctional officer, correctional counselor, residential counselor, community treatment coordinator, residential supervisor, and, finally, residential manager--- a position he has held for the last 10 years at the Burlington Residential Correctional Facility. Peitz, already a member of the District's executive management team, also heads the District’s evidence-based practices committee. He is a founding member of the District’s staff victimization and support services program as well. Peitz earned a bachelor of science degree in criminal justice from Northeast Missouri State. He is well schooled in leadership and management and is currently enrolled in the National Institute of Correction’s three-phase executive excellence course.

June 11, 2009 . . . Assistant District Director Ron Mullen receives the District’s highest honor, the Distinguished Service Award, from Director Dan Fell. Mullen, who was recently appointed the new superintendent of the Department of Correction’s Mt. Pleasant Correctional Facility, was cited for his outstanding contributions to correctional services in the Eighth Judicial District. “Ron’s leadership and guidance have touched, and enhanced, every facet of our District. A thoughtful supervisor and resourceful manager, Ron gave his all to our work. His keen interest in staff and dedication to offenders, afforded him respect on many levels. His judgment, responsibility, and loyalty are examples for all of us in the important field,” Fell said.

June 1, 2009 . . . Ted Robinson is the new residential supervisor at the Ottumwa Residential Correctional Facility. Ted received a bachelor of science degree in education from the University of Nebraska in 1992. Before coming to the District as a residential officer in 1999, he was employed by Indian Hills Community College. As a residential officer, Robinson performed additional duties as the facility safety officer and the OSHA compliance officer. On two extended occasions, during the absence of an acting supervisor, he was instrumental in assisting with facility operations by performing management level duties. Robinson also has experience as an AFSCME union steward. “I am proud that we have such a rich in-house talent pool to choose from for new leadership positions,” Director Dan Fell said.

May 15, 2009 . . . Residential Supervisor Ted Gutman, of Burlington, celebrates his 15-year service anniversary. In his third year as a supervisor, Gutman has shown consistent growth as a leader-- not only at the residential facility, but in other District activities. He is responsible for several grant applications. Gutman's broad knowledge of treatment and supervision helps him in those efforts, which only benefits District programming. In addition, his enthusiasm in seeking out cooperative partnerships to better serve offenders is unparalleled.

April 21, 2009 . . . Food Service Leader Roger Stauffacher receives a Letter of Appreciation from Director Dan Fell. Specifically, over the last two years, he has done an outstanding job managing the food budget while at the same time meeting all dietary requirements for more than 60 offenders at the Burlington Residential Correctional Facility. In March, Stauffacher set a new record for BRCF--- the food bill was approximately $2,100 under budget. This is even more impressive considering the several rounds of fiscal belt tightening and rising food prices. For FY 09, BRCF food expenditures are $13,000 under budget. Through his leadership and work with the part-time cooks, Stauffacher has managed resources in an incredibly efficient manner.

April 10, 2009 . . .  Based on nominations from the Leadership Team, the Day In / Day Out Performer Awards were presented to:

PPO III Patrick Lacy, of Burlington, who puts his heart into helping at-risk youth in our District. Lacy is not only a probation/parole officer, but a mentor and a role model as well. His ability to connect with younger offenders is special and unique. Lacy's capacity to act with kindness and compassion, even when facing negative actions and resistance from the youths he supervises, is the gateway to introduce them to a new way of thinking.

Secretary Sherry Allen, of Ottumwa, whose body of knowledge is a constant resource for the department and for staff. She can be counted on to always go the extra mile and often has tasks completed before anyone has thought to ask her. Allen is the first to offer to assist in any way she can, and her uncanny memory is a constant source of amazement and information for the Department.

March 25, 2009 . . . Probation/Parole Officer Sue Stauffacher marks her 30-year anniversary with community-based corrections. Stauffacher began her career March 25, 1979 as a pre-trial officer with the First Judicial District Department of Correctional Services and then came to the Eighth Judicial District in August of 1984 as a probation/parole officer. She is currently responsible for providing pre-trial interview services for Des Moines County and presentence investigations for Des Moines and Louisa Counties. Stauffacher lives in Burlington with her husband Roger and their two sons, Cody and Alex. She is active in her community and has been a volunteer since 1993 with the local Paint-A-Thon, which is an annual drive to paint houses of elderly or low-income homeowners. Stauffacher takes great pride in her job and is a valued employee of the Eighth District.

March 9, 2009 . . . Gloria Linden and Linda Kruse are co-recipients of the 2008 Employee of the Year Award for the Burlington Residential Correctional Facility. According to Residential Manager Gary Peitz, the part-time cooks received the award based on meal preparation strategies that reduced overall costs, a willingness to work extra hours when Roger Stauffacher was unavailable, and their pleasant demeanor in working with clients. Linden and Kruse have been with the District for nearly five and two years, respectively.

March 4, 2009 . . . Probation/Parole Officer III Bob Rogers, of Ottumwa, celebrates 15 years of service with the District. Bob is a key member of the sex offender treatment program and also has been actively involved with assessments, quality assurance, and staff training.

March 4, 2009 . . . Residential Officer DeEdwin Shaw of Burlington is recognized for 10 years of service. “DD” is well respected by offenders at the Burlington Residential Correctional Facility because he makes the time to interact with them in a professional and respectful manner.

January 31, 2009 . . . Residential Officer Ted Robinson marks his 10-year anniversary with the District. Robinson has a bachelor's degree in education and lives in Ottumwa with his wife and two children. His additional duties include serving as the safety officer and OSHA compliance officer at the Ottumwa Residential Correctional Facility. In addition, he has been a member of the District's Evidence-Based Practices Committee. Active in AFSCME Local 3289, Robinson has served as a steward for the last three years.

December 31, 2008 . . . Ray Ham retires after 31 years of dedicated service to the Eighth Judicial District Department of Correctional Services. During his tenure, Ham served as an exemplary probation/parole officer for 22 years, a sex offender treatment group facilitator and a polygraph examiner. Ham, who graduated from the Argenbright Polygraph International Institute in 1999, is a member and past president of the Iowa Polygraph Association. He is also a member of the American Polygraph Association and represents the state of Iowa on the APA Midwest Regional Polygraph Seminar committee. In addition, Ham is a member of the Iowa Board for the Treatment of Sexual Abusers. “Ray comes early, stays late, does all the intangibles, and always gets the job done,” Director Daniel T. Fell stated. “His commitment and enthusiasm to our profession has earned him the respect and admiration of his peers.”

December 8, 2008 . . . Secretary Nancy Cutler celebrates her 30-year service anniversary with the District. Director Dan Fell and the Board of Directors marked the anniversary by presenting her with a certificate.

December 5, 2008 . . . The second shift staff of the Ottumwa Residential Correctional Facility was selected for the semiannual Day In/Day Out Performer Award. Residential Officers Jen Glenn, Morgan Coleman, Lisa Houk, and Clint Nichols were nominated by Residential Manager Donn Bruess for their commitment, reliability, and dedication to the Ottumwa facility and our District’s mission while working shorthanded. Great job to all four!

December 3, 2008 . . . Probation/Parole Officer II Jeff Price celebrates his 15-year service anniversary with the District. Director Dan Fell and the Board of Directors marked the occasion by presenting him with an anniversary certificate.

November 15, 2008 . . . Administrative Officer Cathy Leedom celebrates her 15-year service anniversary with the District. Leedom, a valued member of the Executive Management Team, is entrusted with overseeing the budgetary issues for all District operations. Director Dan Fell said, “Cathy is my right hand. Her level of administrative knowledge and responsibility is unsurpassed.

November 13, 2008 . . . Probation/Parole Officer II Melissa Baker celebrates her five-year service anniversary with the District. PO Supervisor Mike Benda stated, “Her energy and enthusiasm are two of the many qualities which make her such a high-quality person and PO.” Baker started with the District in 2003 as a part-time residential officer at the Burlington Residential Correctional Facility and was promoted to her current position in February of this year.

October 2, 2008 . . . Residential Officer Mike Knotts celebrates his 30th anniversary as a District employee. In addition to officer duties, Knotts is in charge of all maintenance activities at the Burlington Residential Correctional Facility. He was recently trained by the Department of Corrections on OSHA guidelines and is developing a safety checklist for all District offices.

August 22, 2008 . . . Clinton Nichols accepts a position at the Ottumwa Residential Correctional Facility as a residential officer. Nichols comes to the District after working as a correctional officer for more than four years at the Wapello County Jail.

August 22, 2008 . . . Secretary Karen Stewart celebrates her 25-year service anniversary with the District. A secretary at the Burlington Residential Facility, Stewart was named employee of the year in 2006. Stewart often goes beyond her normal job expectations to ensure that the facility operates at a high service and security level.

August 18, 2008 . . . August 11, 2008 . . . Sherri Yasenchok, is hired as a secretary in Burlington. Yasenchok graduated with honors from a comprehensive paralegal training program and completed course studies in business administration as well at Watterson College Pacific in Vista, California. She has 15 years of experience that includes working as a paralegal, executive secretary and office manager. Yasenchok grew up in California but spent many summers visiting her grandparents in Ft. Madison. After a recent visit, she and her husband liked Iowa so well that they moved to rural West Point from Riverside, California.

August 6, 2008 . . . Probation/Parole Officer III Patrick Lacy celebrates his ten years of service to the District. Lacy runs the Youthful Offender Program in Des Moines, Lee and Henry Counties. His approach with this critical population and his work ethic have gained him the respect of offenders, District staff and leadership, and community partners and stakeholders.

August 1, 2008 . . . Probation/Parole Officer II Kelly Price, Ottumwa, receives certification as a Sex Offender Treatment Provider I from the Iowa Board for the Treatment of Sexual Abusers (IBTSA).

July 25, 2008 . . . Ben Toal is hired as a full-time residential officer at the Burlington Residential Correctional Facility. He graduated from Southeastern Community College and earned two degrees from Western Illinois University, including a master's degree in history. Toal is currently completing a five-year tour with the Illinois Air National Guard, during which time he graduated from the U.S. Air Force Airman Leadership School. Toal is also a Des Moines County reserve deputy who resides in Burlington.

July 11, 2008 . . . Donn Bruess is promoted to Residential Manager at the Ottumwa Residential Correctional Facility. Prior to the promotion, he served as the ORF residential supervisor since 2000.  Bruess also worked as a correctional officer for eight years at Anamosa State Penitentiary and the Iowa Medical Classification Center. He came to the Eighth District from the North Central Correctional Facility where he was a correctional supervisor for two years. Bruess holds a bachelor of arts degree in management from the University of Northern Iowa. He retired from the United States Army Reserve as a major after 24 years of service and having been mobilized for two years in support of the Global War on Terror and nine months in support of Operation Desert Storm.

Shawn LaRue: Throughout his 16-year career in corrections, Probation and Parole Officer II LaRue’s superb work ethic and thorough knowledge base have served the public, the offenders, and the people he works with. In the last year, he has earned a master's degree, implemented the Low Risk and Minimum Supervision Programs in 8A, been a key member of the Field Officer Training Program, served on the District's Evidence-Based Practices Committee, the DOC's Mental Health Focus Group, and been the "go-to" person" in the Ottumwa Office.


Manager of the Year 2008

Mike Baker: Passion is just a word to some, but it has been Baker’s way of doing business for 33 years. While some slow down as they approach retirement, Baker spearheaded the biggest cause in the District – policies and procedures. He also made the necessary plans to ensure that the expansion of Ottumwa Residential Correctional Facility includes more than just adding 25 extra beds. Moreover, as the residential manager, Baker has continued to groom and cultivate staff members so that they are ready for higher levels of responsibility. He has done all of this because he truly cares about our District, the employees, the offenders, and our communities.


Outstanding Newcomer Award 2008

Mark Smith: As a new employee thrust into the distant Grinnell office with one of the highest workloads in the District, Probation and Parole Officer II Smith has been a fast learner. In just more than six months, Smith has developed the ability to work with offenders using compassion, common sense and the tenets of evidence-based practices. He has been proactive in educating himself regarding the supervision of sex offenders and he has worked actively with the High Risk Unit and local stakeholders in Poweshiek County. Smith has also quickly developed a great sense of camaraderie with his coworkers.

Team Excellence Award 2008

In 2006, a district-wide Field Officer Training Program was instituted, so that the large influx of new case managers could receive a high level of training. Probation and Parole Officers Andrew Ferguson, Vickie Higgins, Shawn LaRue, Susan Lentsch, and Sally Rodeffer volunteered for this additional duty. They were, and continue to be, the backbone of this outstanding program. Their efforts have ensured that a new generation of PPOs will be able to assume their responsibilities and duties with the skills and confidence to provide superior services to offenders.

Nancy Cutler: Cutler is described by her coworkers and management as an overall great person, a consummate team player, and someone who can always be counted on and trusted. She often performs duties beyond expectations--- without being asked. Her work is excellent, she is friendly and cheerful, and recently she was recruited as a Staff Victimization and Support Services team member. A better professional cannot be found.

Leslie Laumeyer: As the part-time food service coordinator at the Ottumwa Residential Correctional Facility since it opened in 1991, Laumeyer has been a mainstay at the facility serving well-prepared meals to more than 2200 offenders. Her dependability is frankly amazing. She has shown up for work at the facility every weekend and holiday for more than17 years. Furthermore, her work at the facility is in addition to her "real job.”

Stu Morrow: For his dedicated performance as a High Risk Unit officer, Morrow's work ethic is top notch. He consistently demonstrates a conscientious effort to make sure the job is done right. June 13, 2008 . . . Sue Boggs, is promoted to Supervisor (SOTP). Boggs, who has worked for the District for more than 30 years, has been certified in the treatment of sex offenders since 1996. Her overall knowledge of that program, and community-based corrections, will be a great benefit to the District. She will continue to be housed in the Ottumwa office.

June 12, 2008 . . . Mary Thompson, retires. Thompson began working at the Ottumwa Residential Correctional Facility as a part-time residential officer on March 2, 2001 before being promoted to a full-time position. She has a combined total of 41 years of service to the state, having previously worked for the Iowa Department of Human Services.

Canny has been working out of the Ottumwa probation/parole office as a Manpower secretary since September of last year. May 19, 2008 . . . Linda Norton, Fairfield, is promoted to information technology specialist and will join the District leadership team. Norton has worked for the Department since 1989, holding several positions of increased responsibility--- most recently as a community program monitor for the sex offender treatment program. In her new duties, she will be in charge of developing business application programs and will serve as the lead trainer for the District’s computer systems. District Director Daniel T. Fell stated, “Everything Linda is involved with becomes better in one or more ways. Everything.”

Keller was cited for her initiative in bringing stability to the caseload that she supervises. She is consistently listed as a strong, positive influence by offenders during exit evaluations. Keller's firm and fair approach allows the offenders she supervises to work within the framework of facility guidelines and to change behaviors that have caused them difficulty in the past.

An advanced certified addictions counselor for 19 years, Sandy was instrumental in the development of the first OWI Program in Iowa at the Fort Des Moines Correctional Facility where she served as a lead clinical counselor.  She is also the lead investigator for the Iowa Board of Certification Ethics Committee and has served on the board of the Camel Club and the Harold Hughes Hall Alumni Association in Ottumwa. Sandy served as a residential counselor, probation/parole officer and pre-sentence investigator prior to her promotion to Drug Court officer. She is a 16-year veteran of the Department.  Sandy holds an associate of arts degree in human services and a bachelor’s degree in psychology.

Lowney comes from the Fort Madison Police Department where he was been an officer for 12 years and its defensive tactics and chemical munitions instructor. He has an Associate Degree in Criminal Justice, is ILEA certified, and worked closely with HRU while serving as a police officer.

June 14, 2007 . . . The Eighth Judicial District is an active member of the Southeast Iowa Adolescent Pregnancy Prevention Coalition, which recently received national attention for its ongoing efforts to reduce teen pregnancies in Southeast Iowa during National Teen Pregnancy Prevention Month in May. The area’s teen pregnancy rate is in the top three in the state and far greater than all but one or two urban areas.

Youthful Offender Program Officer Patrick Lacy and Residential Supervisor Ted Gutman are involved in the planning of area educational activities such as Band Jam ’07, which featured a series of seven teen musical groups performing at Burlington Memorial Auditorium. In addition, Lacy and Gutman help coordinate panel discussions, which include young fathers under the supervision of the Eighth District, at area middle schools.

Members of the coalition include the Great River Medical Center, GRADE A PLUS, area citizens, Alcohol and Drug Dependency Services, Red Cross, James Madison Middle School, Oak Street Middle School, Planned Parenthood, The Nest of Des Moines County, 8th Judicial District Department of Correctional Services, Workforce Investment Act, Job Corps, Burlington Alternative High School, Public Health Des Moines County, Iowa Workforce Development, ResCare Mental Health Services, YWCA/YMCA, and Community Action.

April 13, 2007 . . . Stuart Morrow is promoted to a high risk unit officer. Morrow began his law enforcement career in Bloomfield in 1990 as a patrol officer. He was involved in investigations and served as a firearms and rifle instructor.  In 1996, he was promoted to the rank of sergeant.  In 1999, Morrow was hired as a residential officer at the Ottumwa Residential Facility.  During his time at the facility, he received two letters of commendation for his conscientious efforts in dealing with incidents involving offenders. Morrow earned a degree in criminal justice from Indian Hills Community College.

Briscoe has been a detective with the Keokuk Police Department for four years and worked as a patrol officer in Keokuk for five years prior. He holds an associate of arts degree in criminal justice from Southeastern Community College and a bachelor of science degree in the administration of justice from Hannibal LaGrange College. He is also a USMC veteran. Briscoe and his family live in Keokuk.

January 10, 2007 . . . Jesse Brown is hired as a residential officer at the Ottumwa Residential Facility. Brown is an Ottumwa native who graduated from Ottumwa High School. He received his bachelor's degree in criminal justice through William Penn and Buena Vista Universities. Brown comes to the District with a wealth of community corrections and human services skills. Most recently, he spent three years working as a probation/parole officer in Illinois and has experience as a child welfare case manager.

2006 Staff News

December 20, 2006 . . . Mike Koval is named the 2006 Burlington Residential Correctional Facility Employee of the Year. Nominated by co-workers and selected by facility management, Mike has been a residential officer for 25 years and can be relied upon to get the job done. Mike is an STG Intelligence Officer and has expanded that program at BRCF beyond expectations. He also handles all drug testing in support of the Des Moines County Drug Diversion program. His computer expertise is drawn on by staff inside and outside the facility. He consistently leads the way in the performance of all duties. For those reasons, and many others, Mike is the BRCF Employee of the Year and was presented the award at the December 20 District Board meeting.

November 10, 2006 . . . Kelly Price promoted to a Probation/Parole Officer II position in Ottumwa. She is a 1999 graduate of Indian Hills Community College in Ottumwa and completed an internship with the Ottumwa Residential Correctional Facility during the spring term of 1999.  Kelly began her career as a full-time residential officer at ORCF in July of 1999.  She is actively pursuing certification in the treatment of sex offenders.

November 9, 2006 . . . Residential Officer Earnest Turner receives award for his work with the Disciplinary Committee at the Burlington Residential Correctional Facility. The accompanying citation reads, in part, “for the past four years Officer Turner has been a key member of the Disciplinary Committee, and he was nominated by facility management for his initiative in taking over the responsibility of Chief Disciplinary Officer since June, 2005. Officer Turner’s ideas regarding on-point sanctions have proven effective in changing behavior and his even handedness and thoughtfulness continually promote the hearings as fair and impartial."

Residential Officer Ted Robinson is awarded the Director’s Certificate of Appreciation at the District Board of Director's meeting for the exemplary performance of duties in the absence of the residential supervisor. September 4, 2006 . . . PSI Writer Sue Stauffacher, Burlington, was recently praised in the Burlington Hawkeye for her participation in the Burlington/West Burlington Paint-A-Thon. This month marks Sue’s fourteenth year with the project in which hundreds of volunteers paint homes owned by low-income and elderly residents, or those who have a serious illness or disability. September 8, 2006 . . . Ted Gutman, promoted to Residential Supervisor at the Burlington Residential Correctional Facility. A graduate of Ohio University with a bachelor's degree in journalism, Ted has previous management experience working in facilities for at-risk youth in Iowa and Arizona. He has worked as a residential officer and a residential counselor and is a member of the Iowa Correctional Association and the American Correctional Association. A Burlington resident of 20 years, he has also served on the Burlington City Council and was Mayor Pro Tem. Ted and his wife Nancy have two children, who are both in college.  _____________________________________________________________________________________

September 8, 2006 . . . Vince Remmark, promoted to PPO Supervisor II of the High Risk Unit. Vince is Iowa Law Enforcement Agency Certified and has served as an HRU officer with previous experience as a police officer and a residential officer. Vince holds a bachelor's degree in political science and psychology from Buena Vista University and is currently working on a master's degree in youth development at Kansas State University.

August 10, 2006 . . . Jonathan Klodt, part-time Residential Officer, Ottumwa Residential Correctional Facility.  A graduate of Indian Hills Community College and Buena Vista University, Ottumwa Campus, Jon has a degree in Criminal Justice.  Jon is currently a member of the Army Reserve, attached to the Military Police Unit in Pocahontas, Iowa. Before coming to ORF, Jon completed an internship with the Wapello County Jail in Ottumwa.

July, 2006 . . . Probation/Parole Supervisor Susan Howard is awarded the Applied Management Series Certificate by the State of Iowa Performance & Development Solutions. This certificate, signed by the Governor, is given to state employees in recognition of successfully completing 12 classes that focus on the state’s managerial concept, effective communications, teamwork, and quality initiatives.

July 21, 2006 . . . Daniel T. Fell begins duties as the new director of the Iowa Eighth Judicial District of Correctional Services. Prior to being named director, Fell served as an intensive supervision officer, the residential supervisor at the Burlington Residential Correctional Facility, and the supervisor of the High Risk Unit.

July 13, 2006 . . . Staff member Les Gruwell is named Drug Court Officer. Gruwell is an experienced substance abuse counselor, facilitator, and he has served as an officer in the Youthful Offender and Intensive Batterers Education Programs.

July, 2006 . . . Probation Parole Officer III Bob Rogers is certified as an Iowa Sex Offender Treatment Professional I by the Iowa Board for the Treatment of Sexual Abusers (IBTSA). Certification requires each applicant to attend a minimum of 120 hours of sexual offender treatment training.

May 24, 2006 . . . Seven Eighth District employees are recognized at the annual Department of Corrections statewide Employee Recognition Event in Des Moines.  The district has many employees deserving of this recognition and each year a group will be nominated for the statewide recognition.  Congratulations to all for outstanding work in representing the district and corrections. The following is a listing of the staff and their contributions: 

 Team Award . . . The Domestic Abuse/Batterer’s Education Program Team goes above and beyond what is expected.  Julie Trinkle, Kim Duque, and Diane Buss work tirelessly to ensure the Department does everything it can to assist and protect victims of domestic abuse, hold batterer’s and the system accountable, and to provide education to batterer’s in hopes of preventing further abuse.  More importantly, and a significant contributor to their success, is the plight of victims is in each of their hearts.  They are simply outstanding.

 Special Recognition Award . . . Shawn LaRue is an exceptional probation officer and person.  Shawn quietly and positively goes about his business of assisting offenders and his co-workers.  Shawn is the type of employee that the citizens of his community would be proud to have their taxes support.  He holds himself to a high standard.  I am recommending Shawn for this award to officially recognize his great efforts on a daily basis to meet the Department’s mission and has true leadership potential.

 Special Recognition Award . . . Cathy Leedom is an exceptional employee.  She has total responsibility for the complete fiscal system of the District and does so without any additional staff.   Being able to function exceptionally in her position without additional staff is truly remarkable and unheard of in public agencies.  She has received stellar annual audits since assuming her position in 1993, without exception.  She gives the Department 125%.   

 Manager of the Year Award . . . Gary Peitz is recognized as manager/supervisor of the year for his tenacity and patience in effectively dealing with several difficult situations in the last few years.  He always has the Department’s mission in focus and always tries to make things better for both employees and residents.  Gary has shown growth in his ability as a supervisor.  I am recommending him for this recognition to officially thank him for all his efforts to make the facility a better place to work and live.

 Employee of the Year Award . . . Karen Stewart was selected by her co-workers and supervisors at the Burlington Residential Correctional Facility as Facility Employee of the Year.  Since her career began in 1983, Karen has performed her duties in an exceptional manner, no matter what was asked of her.  She has earned the respect of her co-workers and they recognized her with this award.  Karen is an integral part of the success of the facility and the district. _____________________________________________________________________________________

May 18, 2006 . . .  Community Treatment Coordinator Russ Fry, is recognized as the Outstanding Correctional Worker by the Iowa Corrections Association. Russ has more than 30 years experience with corrections and is highly regarded for his work in cognitive behavioral interventions. In addition, he has authored a variety of articles and training curricula in the field.

 

2005 Staff News

December 22, 2005 . . .  Secretary Karen Stewart, is recognized as the Employee of the Year at the Burlington Residential Correctional Facility. The facility, operated by the Eighth Judicial District, is staffed by 24 employees and houses 60 adult male offenders. Stewart is recognized for her continued willingness to do whatever it takes to accomplish the day-to-day operations. Her attention to detail and knowledge of the overall facility operations have directly benefited the offender population and the departmental staff in its mission to protect the public, the staff, and the offenders. Stewart has been a department employee for more than 22 years.

December 21, 2005 . . . Julie Trinkle and the Burlington Youthful Offender Accountability Board are named the recipients of the 2005 Restorative Justice Awards for the Eighth Judicial District. Trinkle, the treatment coordinator for the Batterers’ Education Program, was acknowledged for her continued efforts in working with crime victims and offenders while employing restorative justice values and best practices. The accountability board, represented by George Rogerson and Becky Perry, has been actively involved in bringing the community perspective to district programming since 1999.

December 16, 2005 . . . The District’s High-Risk Unit officers are officially sworn in as Iowa Law Enforcement Agency (ILEA) Certified Officers by Chief Judge James Q. Blomgren. New members of the HRU include Dan Fell, supervisor, Tom Cipolli, Vince Remmark, Tim Snyder and Jason Steil.

November 30, 2005 . . . September 14, 2005 . . . Seventeen employees, staff members and volunteers in the Eighth Judicial District receive awards at the first annual Iowa Department of Correction’s Employee Recognition Ceremony in Des Moines.

Mike Baker, manager of the Ottumwa Residential Correctional Facility, is named Manager/Supervisor of the Year while now-retired secretary Janet Thomassen receives Employee of the Year.

Dan Fell, High-Risk Unit supervisor, receives both the Excellence in Safety and Special Recognition Awards for implementing significant safety improvements in the workplace and the district’s new High-Risk Unit.

Members of the Sex Offender Treatment Program are recognized for Team Excellence included Sue Boggs, Alan Fabel, Andy Ferguson, Ray Ham, Nancy Renner-Jones, Ron Mullen, Linda Norton, Sally Rodeffer, Bob Rogers, Vicki Rosenkoetter, and Sundi Simpson.

In addition, Kelly (Cremer) Price, residential officer, is honored for her life-saving efforts while on the job. On July 4, 2003 she was directed to transport a resident of the Ottumwa Residential Correctional Facility to the Ottumwa Regional Health Center Emergency Room. While en route on a busy four-lane highway, the resident began to experience acute respiratory distress and stopped breathing. The officer immediately pulled the vehicle to the side of the road, called for emergency assistance, and administered rescue breathing to the resident until paramedics and firefighters arrived.

Volunteer Awards were received by Wilton (Leon) Wilkinson, of Bloomfield, and Sheldon Kongable, of Winfield. Wilkinson is an integral member of the Ottumwa Youthful Offender Accountability Board while Kongable is one of two citizen members of the district’s board of directors.
